Liquor Store relocation – 1049, Lakeside, Oregon

The Commission wanted to settle the relocation matter of a liquor store site with an open meeting.

It was made very clear at the beginning of the oral testimony that the comments would be limited to the subject of the new location for liquor store 1049, and nothing else was to be discussed.

♦ First witness was (time on tape 4:14) Bob Edwards, retired liquor agent and owner of the previous location. He begins his testimony with reference to the selection of liquor agent and was reminded by the commission to stick to the subject of location.

♦ Second witness was (8:28 into tape) Lakeside Mayor Ed Gowan.

• Citing reasons:

• Too close to church that hold AA meetings

• Houses near by

• Children drop site, school age from high school down to middle school

• Majority of Lakeside children sit in front of store

Gowan went on to say,”To my knowledge, at this time, I don’t believe that there are any buildings located inside the Lakeside district that would be suitable for this type of business, except the one that it did come from, and is now getting some renovation and upgrade.”

And, The close proximity to the church is every ones concern.”

Gowan made a point out of being Mayor of Lakeside.  When he was questioned by a Commissioner about the letter the Commission received from Mayor Rod Schilling, Gowan stated, “he ain’t the mayor. (laughter) guaranty it”

Commission questioned” do you know Mr. Schilling? ”

He used to be the Mayor.”

Commissioner, “It would have been helpful if you had told me that when I asked the question. I would appreciate just a little more candor. When was he the Mayor?

Gowan then went on, “I was elected at the last general election and sworn in last night.”

Commissioner, “So, he was the Mayor when he wrote this letter?”

Gowan, “Perhaps he was I don’t know.”

Commissioner, “See this is the kind of thing, I have seen a lot of emotion, a lot of people seem to be upset from the selection of Ms.Heller over Ms.Ross. And, that seems to permeate some of this here, so when we get into (discussing) the building, I really want to get as much information as possible. When I ask a question like that it really pains me when you make it sound like, who is this guy, he’s lying.  He (Schilling) was Mayor until last night.”

Gowan, “No sir, I answered your question.”

Commissioner, “No, I don’t believe you did.”

Gowan, “I’m sorry to argue with you, I don’t mean to hide anything.”

There was some additional back and forth between Gowan and the Commission.

♦ Third person to witness (14:03 into tape) was Ronald Ross. “His statement was that the old store was undergoing upgrades.” When asked if he was any relation to Tina Ross, he stated, “yes, I am her father-in-law.”

♦ Last to witness was (15:54 into tape) Dean Warner, identifying himself as representing the “Concerned Citizens of Lakeside” and retired pharmacist.

He began by stating, “that we have no liquor store in Lakeside, it is an inconvenience for Lakeside citizens to have to travel to get their liquor.”

He wanted to, “have the commission consider a different agent and the store reopened in the same location.”

Commissioner, “you understand what I told Mr. Edwards, the only issue before us today is the location of the store.”

Warner, “Oh, I understand that and it is obvious…….but the fact is there is no building available. It inconveniences the citizens of Lakeside and they are concerned about that.”

Commissioner, “Why did you mention a new agent then?”

Warner, “Well  because there is a facility available and I just threw that out and it is a potential.”

Commissioner, “We have certain criteria when we select an agent. The point I am making here is we are dealing with a building issue and I see sorta an underground way to be able to reverse our decision on the selection of the agent.”

And, “I’m finding concerns about the location that were being masked by a more personal nature. We need to get back to the issue.”

Warner begins questioning the commission……………..

Commissioner, “We are an administrative agency, our decisions are based on record and on the recommendations of the staff. I am not the witness here.”

Warner goes on with his questions. “Is it an adequate building?

Commissioner, “from what I have seen it is.”

Warner, “Then that is on the record.”

Commissioner, “we have not voted yet.”

A question was asked by the Commission about the ownership of the original building, and  answered that Mr. Edwards is the owner.

It was brought out that the building was a licensee as Lakeway Cafe and sold beer and wine from 1994-2000.

Also, Edwards as retiring agent was not willing to lease or rent the building, it was only for sale.

Plans were reviewed by the Commission, the landlord of the new location said that he would bring into compliance the standards set forth.

There was much more, Warner couldn’t seem to give it up, listen for yourself to hear all the back and forth between the Commission and the witnesses.

    The fabulous four “Edwards, Gowan, Ross, and Warner “. You should all be embarrassed and humiliated. Edwards, I would not expect less from you trying to manipulate the OLCC. Lost your honey hole . Edwards you could have leased the building to the new OLCC agent, made good money, retired and been happy

    Schilling was mayor pro tem until the January 13 city council meeting. At the January 13 city council meeting you were sworn into office. That is exactly the time that you became the mayor. When you went to Portland on January 14, 2011 you had only been the mayor about 15 hours. That is right. You, Gowan had only been the mayor about 15 hours. If you could not remember who the past mayor was or how long you had been mayor. You, Gowan may have diminished mental capacity

    Gowan you could learn from the commissioners how to run a meeting. That is if you stopped snickering long enough to listen to them. Gowan, then you lied to the commissioners (stupid is) about Schilling being the mayor pro tem, and then you lied to the commissioners again (as stupid does) about when Schilling was no longer mayor pro tem and when you became mayor.
    You, Gowan may have diminished mental capacity. That would explain why you have not done any of the things that you promised you would do if you were elected as mayor.

    Gowan you could learn from the commissioners how to run a meeting. That is if you stopped snickering long enough to listen to them.

    The four of you went to Portland to change the ruling. And the OLCC smack you.

    On the way to Portland Gowan said take heart boy’s I AM the Mayor they will listen to me! Now Ed, after making your point being the “Mayor” of Lakeside did they ask who was Mayor Rod Schilling?
    Now Ed you lied you knew that Rod Schilling was the Mayor when he sent the letter to the OLCC. Come on now you can tell me I won’t tell anybody.

    Bob old boy all i can say is to take your retirement and go to Mexico! I just bet you can get a liquor store there! Shabby, shabby Bob.

    Ronald not much i can say, you did what a good father-in-law should do.

    I thought that you said at the swearing in of Gowan the big concern was bringing back the recycling bins?

    Now the big concern is Lakeside has no Liquor Store? The concerned citizens of Lakeside would like the commission to consider a “DIFFERENT agent to reopen the liquor store at the present location.”

    Dean did you and Jessica Lloyd-Rogers think that your Adolescent CONCERNED CITIZENS OF LAKESIDE GROUP could make the OLCC change who is the liquor agent of lakeside?

    Dean talk about fabrication, give me some of what you and Jessica Lloyd-Rogers been smoking.

    I just listened to the meeting.

    I am ashamed. I am humiliated. The internet is available everywhere in the world. Someone in OshKosh could listen and think this is the caliber of ALL Lakeside citizens. To hear Gowen laugh while giving testimony to a state agency, and say “ain’t” speaks volumes of our intellect. We (Lakeside) voted in a previously recalled mayor. We (Lakeside) allowed him to run amuck at a council meeting. We (Lakeside) allowed him to promote an illegal rum-running operation on a TV interview. We (Lakeside) allowed him to sign a petition challenging the OLCC. WE (Lakeside) allowed him to blackball a newcomer with a business.

    We (Lakeside) now need to step up and hold this man accountable for his actions. We (Lakeside) need to keep him honest, above board, to follow laws, to follow city charters and to represent what is best for ALL of Lakeside not just his buddies in the “Ed Gowen and the Good Old Boys Country Band”. We (Lakeside) need him to enforce and practice the law, not violate the rules he swore to uphold.

    We (Lakeside) must not allow this man to destroy what we love about Lakeside.

    Perhaps we should pity Mr. Gowan since, at the relatively young age of 65 he seems to be suffering from severe memory loss and mental incapacity (perhaps early onset dementia); either that, or he’s just a LIAR. What do you think ? ? ?

    Well the truth is out there. The OLCC has tapes. They are available. You can request them from OLCC. You can listen to them yourself. There is no question as to who is speaking. The person who is speaking has to identify themselves.

    You can hear Gowan speaking . You can hear Edwards speaking. You can hear Ross’s father -in-law speaking. He is the respectful one. You can hear Warner speaking. If you will take the time to listen to the audio from OLCC you will know the truth . The real truth of what was said , and how the Lakeside mayor embarrassed the people of Lakeside in a public hearing of the OLCC in Portland Oregon.

    You can clearly hear Gowan snickering and lying to the commissioners on two very direct questions that the commissioners asked of him. How can we the people of Lakeside support a mayor that will lie to a state commission. How can we the people trust a mayor that will lie when he is sitting in our council chamber.

    To be known throughout the state as the town with the lying mayor, will really help our already soiled reputation. Gowan campaigned on honesty, transparency, open government accountability, and truthfulness.

    When are you going to begin doing what you said, Gowan. You have already broken several promises that you made to the voters. I hope you realize that by not keeping the promises that you made, you may be disappointing some of the people that voted for you. You may find out what it is like to attempt to run the city while trying to fight off a recall election. The same thing the last council faced.

    Disappointing and embarrassing way to conduct yourselves Gowan, Edwards, and Warner.

    Dennis, where have you been all weekend.? Mr. Wilson, Igot grounded and had to stay in my room. What on earth for Dennis? I lied to my mom. She asked me if I had done my homework when I was watching Mr. Ed on TV. Mr. ED is my favorite show, I just love the talking horse. Then I forgot to do my homework and the dumb old teacher called my mom. So I told my mom that I did my homework and just forgot it. Now I am in trouble for two lies . Mom won’t let me watch Mr. Ed the talking horse for two weeks. Dennis, that serves you right. Thank goodness your mom cares about you.

    OMG!!!!!!!! I am so embarassed Mr. Gowan, I cannot believe you acted that way to the comissioners at the OLCC. I cannot believe you talked that way, to them. Maybe I have them on a pedestal, I don’t know, but I was brought up to respect people. I am sure these comissioners are well educated in their job, and you were trying to bully, or intimidate them? I am so embarassed right now to be from Lakesaide. You Mr. Gowan as ambassador of our little town, have humiliated us, with far reaching consequences, that will trickle down. I am sitting here dumbfounded, shaking my head, and in disbelief that we voted you into office. I just can’t believe you would be so ignorant, and disrespectfull.

    Bob Edwards, I am also dumbfounded after being the liquor agent here for so many years that you would take the stand with the OLCC, that you took. You were also disrespectful of the very agency that provided you I am sure, with a decent living for years. You are/were a businessman for all those years. Rules are rules especially when it comes to government agencies.

    And Dean Warner you are a horses’s a–. Another businessman for many years you also know there are rules to everything, what is the matter with all 3 of you???

    The 3 of you sitting for hours at the Lodge everyday, apparently are drinking something that has hit the RESPECT BUTTON into the OFF position in your brains, and turned on the LIE button. Please do me a favor, DONT’T EVER SAY YOU REPRESENT ME FOR ANYTHING. I am totally embarassed.
