Let them eat cake

• 1 Can of chocolate frosting
• 1 Toy fire truck
• Several toy fireman
• 1 Toy citizen
• Fake tree toothpicks
• Signs w/shish kabob sticks
Bake cake according to directions. Add frosting and decorations, add signs as the finishing touch.
