Setting the record straight. What really happened on August 26, at the special meeting of the Lakeside Community Association.

The LCA is a 501c3 non profit corporation established according to its charter to generate support and participation in local anti-crime efforts.

LCA is not limited to community policing and police-community relations. It shall assist the City of Lakeside and all its residents in any way possible to strengthen neighborhood spirit and achieve a safe, pleasant and harmonious community.

With this goal in mind the LCA chose to support a Citizens Patrol when funding for a police department in Lakeside dried up.

The Citizens Patrol was named (Lakeside Citizens Patrol). The LCA charter gave them the right to elect its own officers and operate under its own rules, regulations and procedures.

However, a chairperson must be appointed by the LCA to act as a liaison between the LCA and LCP, and is required to give regular reports to the LCA.

Lakeside Citizens Patrol

(Quote from the LCA by-laws)  “The Lakeside Citizens Patrol is a subsidiary of the Lakeside Community Association which created the LCP in response to the increasing crime activities & the absence of city law enforcement”

The LCP was organized in 1992 to assist the Sheriff’s office by committing eyes and ears to gather and transfer information on crimes occurring within the Lakeside community to the proper authorities. Additionally, by involving the Lakeside Community in crime awareness and information gathering to aid in crime prevention.

Facts

♦ The Lakeside Citizens Patrol Operates under the LCA’s 501c3 corporation.
♦ The LCA provides to the LCP a Patrol vehicle.
♦ The LCA provides Insurance to the LCP.
♦The LCA oversees all funding of the LCP.
♦ The LCA has a responsibility to the citizens concerning the operations of the LCP.

Actions taken Aug. 26, 2009

•    After being threatened by a LCP board member with legal action.
•    After being told the LCP was going independent from the LCA.
•    After money came up missing from the LCP.

Concerns of illegal actions on the part of the LCP was brought to the attention of the LCA by members of the community.
LCA decided to exercise its right to temporarily shut down all LCP activities, in order to protect the members of LCA from liability, and the citizens of Lakeside.
