Is the Mayor dictating who gets hired and fired in Lakeside?

At the July 10, 2008 City Council meeting one of the items on the agenda was the hiring for the newly created position of Administrative Assistant.  Mayor Orville Nelson forcefully stated that he would not be involved personally with the interviewing process, and would leave it to the hiring committee of City Recorder Charlie Hill, Councilman Tim Crockett and Councilman Gary Wilson, to bring before the council the most qualified applicant to be voted on.  Councilman Mack Eubanks, asked if only the name of the unanimous choice of the committee would be submitted, and the Mayor told him yes.  Mayor Nelson said he wanted to reassure everyone that the process would be fair.  Kudos to the Mayor and council if this is true, since we are talking about the second most important position in City Hall. after the City Recorder.  This hiring committee has the opportunity to ensure that the single most qualified applicant for this important position is referred to the full council for consideration; and that would dispel any question of favoritism or cronyism, as has been alleged in past hirings.
